As of September 1, 2010, the application process for those applicants is simplified because the waiting time for an application to be processed exceeds 2 - 3 years.
So the new procedure includes two steps:

Stage One - Submitting the Initial Application

Then you will be advised of the results and if there are any additional requirements, such as medical examinations, interviews, passport, etc.
